FLOOD FUND RAISING TO MITIGATE FUTURE DISASTROUS FLOODING IN NIGERIA
NIHSA Signs MoU to Tackle National Flood Challenges
In a significant move towards proactive flood control and sustainable water resource management, the Nigeria Hydrological Services Agency (NIHSA) signed a Memorandum of Understanding (MoU) with UZ Jonas Consult Limited and Global Flood Disaster Management Limited (GFDM).
This strategic alliance establishes a collaborative framework for the implementation of the National Flood Management Initiative, focusing on fundraising, fund management, and comprehensive project execution. The partnership is designed to deliver data-driven and community-centered solutions to Nigeria’s persistent flooding and broader hydrological challenges.
The MoU clearly outlines the roles and responsibilities of the three parties, aimed at strengthening national disaster preparedness and promoting sustainable environmental practices.
NIHSA will provide institutional backing, issue official documentation to support donor engagement, and collaborate with partners in project planning and governance through the establishment of a Special Purpose Vehicle (SPV).
UZ Jonas Consult Limited will spearhead efforts to identify and secure local and international funding, lead fundraising campaigns, develop educational materials on flood risks, and participate in the governance of the SPV.
Global Flood Disaster Management Limited (GFDM Ltd) will be responsible for managing funds, ensuring transparent financial systems, maintaining accountable disbursement processes, and engaging professional auditors and risk managers to uphold compliance and financial integrity.
NIHSA’s Legal Adviser, Barrister Hajara Musa Ododo, provided an overview of the initiative, highlighting its national significance and potential to reduce the socio-economic impact of recurrent flooding.
NIHSA Director General/CEO, Umar Ibrahim Mohammed, described the initiative as “well-conceived and timely,” aligning with the Federal Government’s priorities on environmental sustainability, public safety, and infrastructure resilience. He commended the private sector partners for their commitment and assured them of NIHSA’s full support.
The Managing Director of UZ Jonas Consult Limited, Nkem Ononiwu, expressed gratitude for NIHSA’s trust and reaffirmed the company’s commitment to transparency, technical excellence, and sustainable outcomes.
The MoU lays the foundation for a national roadmap that includes resource mobilization, community engagement, infrastructure development, and policy advocacy. Through this partnership, the stakeholders aim to strengthen Nigeria’s hydrological infrastructure, protect lives and livelihoods, and promote long-term environmental resilience across the country.
